Files in Category:Order of the National Hero

Per the Yugoslav law (Article 4) "folk literature and folk art creations, documents, court decisions ... [are] by themselves not protected author's works." I don't think the decoration belongs to any of these categories. The country of origin of these photographs is Yugoslavia, and it is not specified in detail in the territory of which current country they were actually taken, therefore the work should be free in all of the succeeding countries. At least for Slovenia, there is no evidence it belongs to any of the categories of Article 9.[1]
